Submit resume w/cover letter to: Job Summary: The Contracts Specialist for the government/military sectors will be responsible for overseeing the day-to-day activities regarding overall content delivery and presentation in response to RFP/Q/Is, due diligence questionnaires and Question and Answer responses. The Contracts Specialist is accountable for all aspects of proposal submission, including searching, scheduling, researching, writing, editing, proof reading, designing, publishing and delivering the final proposal. The Contracts Specialist will be tasked with completing all RFP/Q/Is from start to finish. Responsibilities:
Essential Duties and Responsibilities: * Prepare contracts, amendments, change proposals and related documentation and reports * Review proposals, bids, RFQs, RFIs, RFPs and related documentation for applicability and acceptability and make recommendations to Management * Assist in developing responses to proposals, bids, RFQs, RFIs and RFPs * Review and analyze contract requirements, special provisions, and terms and conditions to ensure implementation is in compliance with contractual obligations, subcontract flow-down requirements, applicable laws/regulations and Company policies/procedures * Review and analyze contractual documents for accuracy, performance risk and conformance with contract terms, conditions and other provisions including, but not limited to, applicable government regulations and Company objectives * Monitor moderate to moderately-high risk and complex contracts and/or subcontracts to ensure compliance with applicable federal regulations, laws and Company policies/procedures * Assist with the development of subcontract statements of work and flow-down of mandatory or otherwise necessary/prudent requirements from a business and contract perspective * Monitor and prepare monthly Quality Assurance Surveillance Plan (QASP) reports for Management signature. Submit reports to CORs as required by proposals and contracts * Solicit and receive cost or pricing data required for disclosure to the customer in accordance with applicable federal regulations including Truth In Negotiations Act * Monitor program performance for scope changes and take appropriate action as needed * Serve as Point of Contact (POC) for all contractual communications and commitments * May represent contract/subcontract management on program and capture/proposal teams * Build customer relationships and know customer needs and issues * Conduct research to support audits as necessary * Identify and make recommendations for contractual process improvements * Proactively assist Program Manager and Program Team to achieve program goals and requirements * Prepare and present briefings on topical issues * May lead special projects
Education/Experience: Required: Bachelor’s degree and a minimum of 7 years of directly related experience Preferred: Professional certifications: ESI, NCMA, NAPM and/or college level certifications Qualifications:
Required Knowledge, Skills and Abilities: * Have or be able to obtain a security clearance, if required * Strong familiarity with and knowledge of federal government contracts, Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), procurement regulations/laws and associated regulations/laws * Strong knowledge of Company policies, procedures and protocol * Strong command of business English, military acronyms and military-approved writing style * Demonstrate prudent judgment and creativity to identify and resolve moderately complex contract issues and changes and identify when more expert guidance is required * Strong knowledge of business principles * Demonstrate integrity and discretion when handling classified and Company proprietary information and issues * Strong knowledge of Microsoft Office Word, Excel, PowerPoint and SharePoint * Skillful and efficient with business Internet searches * Excellent analytical, written, communication and presentation skills * Working knowledge of Intellectual Property rights and regulations * Well-organized and clear thinking * Sound working knowledge of contract administration policies/procedures * Considered expert in field within the organization * Excellent written and verbal communications skills * Able to communicate in a professional, positive, courteous manner at all times with all levels of customers, clients, suppliers, contractors, subcontractors, visitors and employees * Able to apply problem-solving techniques * Self-motivated with ability to establish priorities and effectively manage time to complete multiple tasks within specified timeframes * Detail oriented and organized with a strong sense of urgency * Able to perform work at an acceptable level independently and/or cooperatively and effectively in a team environment * Able to work quickly and accurately under pressure * Demonstrate a positive outlook
